Italy Orders new Licensees To Declare Principal Domains

Italy's online gaming licensees need to declare their principal domain for business activities by 13 November 2025, as the Agenzia delle Dogane e dei Monopoli (ADM) imposes a crucial procedure of the nation's reorganised online gambling routine.


The guideline, provided via a new circular by ADM's Remote Gaming and Betting Office, signed by Antonio Giuliani, mandates that all licensed operators can only run under a single official site to guarantee higher openness and control of remote video gaming activities.


Under the order, all successful concessionaires need to officially interact the URL of their main website to the ADM by 31 October 2025, even if it is currently active. From mid-November, any other domain names, mirror sites or "skins" linked to a licensee's main website must be shut off and eliminated from DNS records, in cooperation with Internet Service Providers (ISPs).


The ADM specified that the directive aims to end the expansion of multiple domains utilized by licensed operators and reinforce the traceability of player activity, a core principle of Italy's newly restructured online regime.


Temporary redirects will be permitted just up until 31 December 2025, and solely for operators forming part of short-term company consortiums (RTI) to ensure continuity for existing player accounts throughout the shift phase.


ADM alerted that failure to comply with the new arrangements will lead to suspension of operations, while duplicated offenses may cause the revocation of a concession.


Last month, ADM verified that, as it stands, the firm has provided licences to 46 operators (both foreign and domestic), covering a total of 52 specific concessions. The figure shows the first wave of approvals under the brand-new routine, ahead of Italy's full market activation in 2026.
